Number one cause of death among youths? Drowning.

 Conservative response? "Lifeguards, swim classes"

 Liberal response? "Ban water!!"

  2. The Constitution's response: The right of the people to get in the water and swim shall not be infringed. Swim at your own risk. No Lifeguard on Duty.
